Great questions Andrew, here are some answers by order:
1 - Competency will arise as a sometimes highly contextual emergence and also sustained representation due to consistent sense-making and executing reliability
2 - Voters can emit their preference (+ or - polarity) for their corresponding upper node to consider, but ultimately the holder of those points can decide to vote in favor or against the recommendation of their representees, who can also confirm that decision or cast their own voting. (this is why there is latency for vote confirmation)
3- Clarification: Voters or Representatives can pass-away their voting weight for another node to cast a decision. This falls under the rule of every node, networks, sub-networks and sub-nodes being free to participate or not, fully or partially at any given time in the system.
